Governance that shows its working
Rules that are computed rather than asserted, decisions that are recorded rather than assumed, and controls whose firing is itself evidence.
Classification, worked out rather than declared
Each dataset carries its class, set by its owner. An agent's class is the highest class among the datasets it was granted, so it cannot drift from the data. An agent granted nothing has no class, and every tool refuses.
Permissions derived from three things
How sensitive the data is, how trusted the tool is, and how far the action goes — whether it can be undone. Change a rule once and every affected agent is recomputed.
Decisions, not settings
Every action is permitted, refused or held for a person, with the rule and the reason recorded. Permits are recorded too, because an approval with no record is an assertion.
Two rules that never bend
An agent can never approve its own work, and the person who built an agent can never release it. Both are enforced in the software.
Stops are evidence
When an agent declines data it may not see, or stops because an action is beyond its limits, that is counted in its own right — never as a failure and never as a gap.
Outputs inherit their inputs' class in development
What an agent produces will be classified from the data that produced it: never lower than its most sensitive input, higher when records are combined, and lowered only by a named person whose decision is recorded.
Ceilings between organisations in development
A data-sharing agreement, held as data, will state the highest class each party may receive. A request or a release above it is refused or held for a person, whatever the agent asks for.
Set your own cadence, and prove you kept it
The recognised frameworks require a review rhythm but name no interval. You set yours; the platform records whether it was kept, and what was reviewed each time.
